Pursuant to Royal Decree (No. 6927/MB) dated 22/09/1431H the application of thermal insulation in all new buildings whether residential or commercial, or any facilities and other constructions like government buildings in major cities of the Kingdom is now mandatory.

Form for the General Undertaking to Install Thermal Insulation :
In accordance with Royal Decree (No. 6927/MB) dated 22/09/1431H and the message of His Highness the Minister (No. 47453) dated 06/09/1431H in response to the cable of the Council of Ministers' Presidency Court (No. 13247/B) dated 17/03/1431H indicating the agreement on the application of thermal insulation as a mandatory rule for all new buildings whether residential or commercial, or any facilities and other constructions like government buildings in major cities of the Kingdom's regions.
Thus, we hope you adhere to the aforementioned royal decree which requires the inclusion of a written general undertaking among other documents to be submitted by the owner to the concerned municipality for the issuance of building permits with the understanding that electricity shall NOT be connected in case of non-compliance with the rule on thermal insulation as required by the Saudi Building Code; this is in addition to the detailed listing in the approved primary and final blueprints.
