Requirements and Stages for Electricity Service Connection

There are required documents that need to be attached to the request and procedures that must be met depending on the type of service being requested in order to complete the requirements, after filling out the service request form (available in SEC’s website or at the customer service offices), as per the following :

Electricity Service Connection requests: 

​The electricity service will be connected  to various facilities that meet safety requirements; not to boxes made from wood, straw or flammable materials, in three stages as follows:   

     

Coordination Certificate

Definition: 

A certificate issued to by the company to a customer prior to the construction permit being issued, stating that getting electrical power to the site is possible. The certificate details the location(s) of meter(s); the anticipated connected load for the structure; the number of units, breaker capacities; cable gauges, lengths and entry and exit points; and the locations of the company’s transformers.

Purpose:

To gauge the company’s future needs based on information collected from service applicants at this stage; to inform and notify applicants as to the possibility of providing power beforehand; to expedite the process of providing power service.

Requirements:

1- For residential and commercial structures:

- Through Balady gateway:

  • Applying for and obtaining the certificate is possible only through the Balady online gateway
  • Applicant must file a general layout plan in which the location(s) of power meters and the substation(s) (if any) are clearly marked

- Not through Balady gateway

Applicant may file application and obtain certificate through company website.

Documentation required:

  • Copy of initial permit or survey report
  • Copy of general plan
2- Other structures:

Application may be filed and certificate obtained through company website or at service outlet.

Documentation required:

  • Copy of initial permit or survey report
  • Copy of general plan
  • For mosques and related facilities: written consent by the Ministry of Islamic Affairs, Dawah and Guidance to pay any and all power consumption bills for structures owned or run by the Ministry

Electricity Service Request

Definition 

Customers may apply for power service after they have commenced with construction if the following requirements are met:

1- Requirements: residential and commercial structures

For those that already had certificate of coordination issued:

- Through Balady gateway:

  • Service requests may be filed only through Balady gateway and begin with filing finishing notice
  • Thermal insulation must be in place and must meet company's requirements
  • Location(s) of meter(s) must be readied and must meet company's technical requirements, including cabling entry and exit points and cable gauges
  • Earthing must be provided for

- Not through Balady gateway

  • Service requests may be filed through company website 
  • Thermal insulation must be in place and must meet company's requirements
  • Location(s) of meter(s) must be readied and must meet company's technical requirements, including cabling entry and exit points and cable gauges
  • Earthing must be provided for

For those without prior certificates of coordination or Balady permits
- If building permit is present

  • Copy of building permit
  • Written consent to install thermal insulation
  • Location(s) of meter(s) must be readied and must meet company's technical requirements, including cabling entry and exit points and cable gauges
  • Earthing must be provided for

- Requests for unlicensed structures

  • A written approval by the Ministry of Housing in standard form
  • Location(s) of meter(s) must be readied and must meet company's technical requirements, including cabling entry and exit points and cable gauges
  • Earthing must be provided for

2-Requirements for other structures

- Requests for mosques and related facilities (requests filed only at service outlets at this time)

  • Copy of building permit
  • written consent by the Ministry of Islamic Affairs, Dawah and Guidance to pay any and all power consumption bills for structures owned or run by the Ministry
  • Written consent to install thermal insulation
  • Location(s) of meter(s) must be readied and must meet company's technical requirements, including cabling entry and exit points and cable gauges
  • Earthing must be provided for
- Requests for government structures (requests filed only at service outlets at this time)

  • Copy of building permit or written statement for locations where building permits do not apply
  • Statement of required connected loads
  • Written consent to install thermal insulation
  • Location(s) of meter(s) must be readied and must meet company's technical requirements, including cabling entry and exit points and cable gauges
  • Earthing must be provided for

- For Industrial structures 

A- Under authority of Modon

Requests may be filed only through Modon platform.

B- Outside authority of Modon

  • Copy of initial permit from Ministry of Industry and Mineral Resources
  • Copy of filed request for building permit
  • For manufacturing facilities under Saudi Energy Efficiency Center: Energy efficiency certificate issued by SEEC
  • Building plans with required connected loads detailed
D- Agricultural requests

  • Written consent by the Ministry of Environment, Water and Agriculture
  • Current agricultural operation license (for registered farmers)
  • Geographical plan of location detailing the perimeters of the land and adjacent streets

Request for additions

It is the process of connecting power supply to additional construction areas which are considered as separate units, after obtaining a permit from the municipality..

Requirements:

1- Building letter/permit from the municipality in which the number of addition units are specified.

2- Field inspection to verify the number of units and to confirm that the add units are indeed independent of each other.

Upgrading requests

It is the process of upgrading the power supply allocated to an existing unit as required by the applicant due to the increase in the actual loads of his building or new construction to which the terms of the separated units are not applicable.

Requirements:

1- Payment of the last bill.

2- Owner's approval (if the requester is an investor or a tenant).

3- Submit a statement showing the additional loads.

Division Requests

It is to divide the current electrical capacity allocated to a residential or commercial unit using the space system of areas that include many new residential or commercial units.

Requirements:

1- Building letter/permit from the municipality showing the number of divided units.

2- Payment of the last bill.

3- Field inspection to verify that the divided units are separated as per the company's terms.

Application for group metering​

It is the process of replacing multiple meters with one meter.​

Requirements:

1- Meters' clearance.

2- Owner's approval (if requester is an investor or a tenant)

Temporary electricity service connection request

a- Temporary electricity service connection for construction purposes:

It is a temporary provision of electricity service  with the use of a temporary meter for a limited period of time to sites under construction.  

Requirements:

1- The applicant must have a valid building permit or regulatory license. 

2-  He has to identify the place to install  temporary and permanent meters.  

3- Payment of the actual costs.

4- Obtain authorization from the relevant body (governmental/private), to obtain provisional electricity service on behalf of the applicant for his project.

5- The temporary meter's capacity is 30 amperes which may be raised by not more than 10% of the total permanent load, after providing justifications to do so, and will be installed as  close as possible to the circuit breaker.

 

b- Temporary electricity service connection for special events:

It is a temporary provision of electricity service with or without a meter for a limited period of time to special events such as wedding parties, official events, and festivals. 

​Requirements:

1- A letter from the competent authority, which includes information about the site, a diagram, the type of event and its duration. 

2- Submit the request three days before the appointment for electrical loads that do not require network work procedures. 

3- Availability of technical capabilities to connect the electricity service.

4- Payment of connection fees.

5- Provision of the necessary safety requirements  in accordance with the requirements of the General Directorate of Civil Defense.

Requirements for the removal and reinstallation of the meter for a temporary period

a- Requirements for meter removal for a temporary period:

In case the owner requests removal and reinstallation of the meter for the purpose of renovating or reconstructing a facility, the following must be followed:

1- Submit a permit for demolition and rebuilding or renovation.

2- Settle the consumption bill.

3- Pay the full costs to remove and reinstall the meter if the recovered materials are no longer reusable.

4- Make sure no one else is using the meter.

b- Requirements for reinstallation of the meter that has been temporarily removed:

Requirements:

1. Submit a building permit.

2- Attach the last electricity bill pertaining to the meter that has been removed. 

3- Pay the connection fees in case of increased load.

4- Pay any additional cost in the event the location of the new meter is not in the same location as that of the removed meter.

c- Retaining the meter until renovation or rebuilding is completed:

The owner may retain the meter whether at its original place or transfer it to another place location within the same property until the renovation or rebuilding is completed; provided, however, that the owner takes responsibility to preserve the Company's equipment during construction or renovation and that he accepts responsibility for the loss or damage to it.  In the event of transferring the meter to another location, the owner shall prepare an appropriate place for it as per the Company's direction, in which case  the owner bears the actual cost of transfer.​

Request to change meter voltage by the applicant

It is a process wherein a service applicant requests to change the distribution voltage from low or medium to another standard low or medium distribution voltage.  This could be done if the following requirements are met:

1- Fill out the service request form.

2- The requested voltage shall be one of the standard voltages approved by the Company.

3- If the service applicant  desires to change the station voltage to any voltage other than the standard voltage applied by the Company in the same area, then he shall be provided with the medium distribution voltage prevailing in the area.  The service applicant shall be responsible for securing, installing, operating and maintaining the transformers and their accessories.

4- The equipment's location/path shall not be changed.  In case the service applicant desires to change the location, he cannot do so without the Company's approval for the proposed location.

5- The service applicant shall bear all costs thereof.​

Urgent Need

Definition of consumer: 

The consumer who, in his facility, cares for at least one person using a medical device powered by electricity without which his life or health is put at risk if electricity supply is disconnected.

 Requirements for subscription to the service: 

1- Each customer from the residential category who qualifies under the definition of persons with dire need for electricity is allowed to own one electric meter that is exempt from disconnection of electricity supply. 

 2- The customer or one of his dependents should submit a medical report from an official entity (government hospital), which attests to the fact that indeed a patient resides in his residence who needs an uninterrupted power supply​.

Transfer of ownership

The process of transferring ownership of a property from a person to another requires modification of the customer's main data along with the invoice bearing the name of the new owner.​
