Definition of consumer:

The consumer who, in his facility, cares for at least one person using electricity-connected device to keep living, or his life may be exposed to great damage from power outage.

Requirements for subscription to the service:
1- The procedures of serving those in dire need for electricity is applied to  the residential consumption category of only one meter for each consumer who meets the definition of persons with dire need for electricity.
2- The consumer or on of his dependents should submit a medical report issued by an official entity (government hospital), stating that this patient will be affected by disconnection of the electricity service.
